Prior to her election as commissioner, Sylvia played an active role in her neighborhood; serving as secretary and president of the Old Northwood Steering Committee and representing Old Northwood on the North End Coalition of Neighborhoods Board.  Sylvia served as co-founder and Vice President of the Friends of the Mandel Public Library of West Palm Beach; as a member of the Library Advisory Board; and as a reader for its “Let’s Read” program.  Sylvia was also appointed to the West Palm Beach Charter Review Committee, tasked with reviewing the city’s charter and submitting recommended changes.

Commissioner Moffett has served as President of the Commission.  She currently serves by appointment to Palm Beach County Tourist Development Council; is on Palm Beach County’s Early Childhood Cabinet; is a member of the Superintendent’s Advisory Committee for Black Student Achievement; is a member of Northmore Elementary’s Early Learning Coalition; and is the Chair of the Palm Beach County Reentry Task Force.

Sylvia was educated at the Maryland Institute, College of Art and at Wesleyan University and has worked in education as an art teacher and program coordinator.  She lives in the city’s Old Northwood neighborhood with John, her husband of 38 years.  They are parents of two children and the grandparents to two.
