Environmental Compliance Specialist III
ESSENTIAL FUNCTIONS: (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge skills, and other characteristics. - Inspects permitted Industrial Users to determine their compliance with their Industrial Wastewater Discharge Permit and other applicable environmental regulations.
- Inspects Food Service Establishments (FSEs) to determine compliance with the City’s Ordinance and FOG policy and occasionally oversees the cleaning of grease maintenance devices.
- Coordinates with the Public Utilities Sewer Collections Department to assist in mitigating sanitary sewer overflows by providing educational outreach and other enforcement measures deemed necessary.
- Completes Annual Inspection Permit Reports for permitted users.
- Performs wastewater effluent sampling based on industry type (categorical/significant user), to determine compliance with the City’s Local Limits.
- Performs Quality Assurance/Quality Control at Industrial Users’ sampling events to determine compliance with DEP’s Wastewater Sampling Standard Operating Procedures.
- Interprets laboratory analytical data and updates database accordingly,
- Performs emergency sampling for sewer spills affecting “waters of the State.”
- Maintains and creates physical file, in a chronological order which may include, but not limited to permits, laboratory analytical data, letter correspondences, and an applicable file correspondences.
- Performs survey and research for potential industrial users, inspect to determine need for permit and research EPA’s Code of Federal Regulations (CFR) to determine category if applicable.
- Other duties as assigned.
- Ability to interpret and implement when applicable, the City of West Palm Beach’s Sewer Use Ordinance, FOG Policy, Enforcement Response Plan and State of Florida Department of Environmental Protection’s applicable Florida Administrative Code(s).
- Ability to interpret laboratory analytical data and compare to City’s Local Limits.
- Ability to identify occupational and safety hazards.
- Knowledge of standard office equipment and personal computers and applicable software.
- Skill in utilizing customer service techniques in responding to inquiries and complaints.
- Ability to work independently and solve problems of a complex nature with limited supervision.
- Ability to communicate effectively, both written and orally.
- Ability to establish and maintain effective working relationships with industrial users, food service establishments and public.
MINIMUM QUALIFICATIONS: High school diploma or GED, and six (6) years of related experience, or any equivalent combination of training and experience. Three (3) years of experience specific to Industrial Pre-Treatment or Fats, Oils and Grease. Must possess Florida Industrial Pre-Treatment Voluntary Class “C” and “B” Certifications or Fats Oils and Grease (FOG) Levels I & II, or ability to obtain within one (1) year of employment . A valid Florida driver’s license is required. A valid driver’s license from any state (equivalent to a State of Florida Class E) may be utilized upon application; with the ability to obtain the State of Florida driver’s license within 30 days from day of appointment.
