SUMMARY: Under limited supervision, coordinates collection of utility bills, maintains customer accounts, and supervises utility billing services staff. Performs related duties as assigned.

DUTIES AND RESPONSIBILITIES: (which are not in any hierarchical order)
  1. Oversees timely preparation and collection of utility bills and maintenance of customer accounts.
  2. Balances accounts receivable aging report to the general ledger.
  3. Prepares and maintains uncollectable accounts report.
  4. Reconciles collection agency reports.
  5. Submits lien requests and prepares journal entries.
  6. Prepares utility billing reports as needed.
  7. Researches debit and credit cards and credit history reports.
  8. Audits and corrects billing errors.
  9. Assists bill collectors with recovery of delinquent accounts.
  10. Oversees maintenance of all files and records associated with utility billing and customer accounts.
  11. Supervises billing services staff.

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT: Work involves sedentary work in an office setting. There is frequent need to stand, stoop, walk, sit, lift light objects (up to 10 pounds) and perform other similar actions during the course of the workday. The City of West Palm Beach promotes a drug/alcohol-free work environment through the use of mandatory pre-employment drug testing.

MINIMUM QUALIFICATIONS: High School diploma or GED supplemented by additional education or training beyond the High School level and three (3) years of accounting or bookkeeping experience, including one (1) year of lead experience, or any equivalent combination of training and experience.
