SUMMARY: Under general supervision, this position supervises staff responsible for the design, project execution and reporting of goals for the City’s CDBG, HOME, HOPWA, SHIP and other community development, housing and social services programs. Grant administration experience, a proven working knowledge of federal CDBG, HOME, HOPWA regulations and housing rehabilitation programs, policy development and/or housing project finance skills are strongly desired. West Palm Beach is committed to achieving its affordable and workforce housing goals. This position is critical to the attainment of that goal and is responsible for the implementation and management of housing and community development programs for the City.

DUTIES AND RESPONSIBILITIES: (which are not in any hierarchical order)
  1. Directs and coordinates staff in the operation of the various housing, economic development, and community involvement programs.
  2. Designs and formulates assisted housing programs under CDBG, HOME 3, and other Federal grant programs.
  3. Oversees and participates in the administration of grants projects. Serves as Project Manager for special housing projects.
  4. Prepares monthly agenda packets on issues of concern to the Block Grant Program for the Community Development Policy Advisory Committee. Communicates recommendations to the City Commission.
  5. Confers with nonprofit and for profit organizations, financial institutions and resident groups to identify housing goals and objectives for meeting community needs. Prepares status reports as required.
  6. Delegates work assignments to staff, reviews, and evaluates work.
  7. Provides policy input into program operations. Coordinates preparation and development of program policies to be presented to the City Commission. Prepares project reports and other special reports as required.
  8. Ensures, through program monitoring, continual ongoing review and reporting compliance with HUD regulations.

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT:Work is performed mostly in an office setting. Some outdoor work is required in the inspection of various land use developments and construction sites. While performing the duties the employee is frequently required to talk or hear, sit, use repetitive motions of hands and/or fingers, handle, feel, or operate objects, tools, or controls, and reach with hands and arms. The employee is occasionally required to stand, walk, climb, balance, stoop, kneel, crouch, push, pull, lift, finger, grasp, lift and/or move light objects (up to 10 pounds), and perform other similar actions during the course of the work day. The City of West Palm Beach promotes a drug/alcohol free work environment through the use of mandatory pre-employment drug testing.

MINIMUM QUALIFICATIONS: Bachelor’s degree from an accredited college or university with a major in Business Administration or related field and five (5) years experience in administering Federal housing and community development programs, including two (2) years direct supervision of professional staff, or any equivalent combination of training and experience. Masters degree preferred with demonstrated housing project, community development and housing rehabilitation experience strongly desired. A valid state of Florida driver’s license is required.
