SUMMARY: Under limited supervision, inspects and records information regarding inspections on one and two family dwelling project permits issued within the City limits; Issues violation notices and maintains City records of activities; ensures all work is in compliance with City and State codes; and performs related duties as assigned.

DUTIES AND RESPONSIBILITIES: (which are not in any hierarchical order)
  • Conducts field inspections of permitted construction and verifies projects are code compliant.
  • Maintains accurate records of inspection activities utilizing the department computer system, files and databases.
  • Investigates allegations of unpermitted work, building, code violations, or unlicensed activity and issues violation notices as appropriate.
  • Reviews approved plans and specifications for inspection purposes and ensures that all field work being inspected matches reviewed drawings.
  • Assists contractors and general public with inquires and issues that may arise.
KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of national, state and local codes, laws and regulations.
  • Knowledge of general building design and construction.
  • Knowledge of one and two family dwelling structural, mechanical, electrical and plumbing systems installation.
  • Knowledge of testing equipment and devices,
  • Skills in the practice of the construction of modern one and two family dwellings, integral building systems, and construction of accessory structures.
  • Skills in the practice of modern structural and fire resistive construction.
  • Skill in the use of construction equipment and tools.
  • Skill in providing good customer service.
  • Skill in the use of a variety of office equipment including personal computers and related software.
  • Skill in reading and interpreting blueprints.
  • Skill in climbing ladders and scaffolds to perform appropriate inspections.
  • Ability to effectively document corrective measures.
  • Ability to read and accurately interpret plans and specifications.
  • Ability to communicate effectively as well as to establish and maintain effective working relationships with supervisors, contractors, and the general public.
PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT: Work is performed mostly in the field conducting indoor/outdoor construction inspections of one and two family dwellings, integral building systems, and accessory structures, Hand-eye coordination is necessary to operate computers and various pieces of office equipment and tools. While performing the duties of this job, the employee is occasionally required to stand, walk, use repetitive motions of the wrists, hands and/or fingers, handle, feel or operate objects, tools, or controls, and reach with hands and arms. The employee is occasionally required to sit, climb or balance, stoop, kneel, crouch, crawl, push, pull, lift, finger, grasp and talk or hear. The employee must occasionally lift and/or move up to 50 pounds, raising objects from lower to higher positions or moving horizontally from position-to-position. Specific vision abilities required by this job include; close, distance, color, peripheral, depth perception, and the ability to adjust focus. Must be able to operate a vehicle as a needed. The City of West Palm Beach promotes and maintains a drug/alcohol free work environment through the use of mandatory pre-employment and random drug testing for certain employees

MINIMUM QUALIFICATIONS: High school diploma or GED and a minimum of five (5) years experience as a construction inspector; residential, building, general, mechanical, electrical, or plumbing contractor; engineer; architect; or competent mechanic in charge of construction. Certified by the International Code Council. Must possess a license as a Residential or Building contractor or must be certified as a one and two family inspector with the State of Florida Department of Professional Regulation in accordance with Florida Statutes Chapter 468 at the time of hire or promotion. Candidates may qualify with the ability to obtain provisional certification as described above and obtain standard certification within twenty-four (24) months of appointment. Valid State of Florida driver's license is required, or the ability to obtain one upon employment. A valid Florida driver’s license is required; a valid driver’s license from any state (equivalent to a State of Florida Class E) may be utilized upon application; with the ability to obtain the State of Florida driver’s license within 30 days from day of appointment.
