The City of West Palm Beach City Code regulates all carnivals, circuses and special events when they are on public property or require City services or facilities. Prior to the event, the following items are required:

  • Community Events approval

  • Construction Services approval

  • Proof of Liability Insurance

  • City Carnival/Special Events Occupational License Tax

  • State Carnival License when applicable

  • Temporary structure (tent) permits

  • Temporary electrical permit

  • Rest room facilities

  • Final inspections from Building, Electrical, and Fire

  • State Carnival Inspector prior to opening

  • Police Department notification required for traffic, safety and parking control

Special events on private property do not require Community Events approval, Construction Services approval (other than carnival and circuses) or proof of Liability Insurance. Private property special events must meet all other requirements and are subject to noise control, nuisance abatement and traffic regulations of the City.
