Public Utilities Administration

The Administration Division of Public Utilities gives oversight to the entire department.  The Director works closely with the division managers ensuring the successful operation of the department.  The administration staff supports the Director as well as all divisions of the department.  Administration establishes policies and procedures and oversees their implementation.  The Public Utilities website is maintained by this division, updating it with the latest information to better assist the public.  They serve as a liaison between all of Public Utilities divisions and Human Resources for personnel related issues, i.e. employment opportunities / employment changes, tracking employee performance reviews, and personnel record keeping.  Staff also has an integral role in supporting the business of the ECR Board which is made up of 5 entities:  Palm Beach County, City of West Palm Beach, City of Lake Worth, City of Riviera Beach and the Town of Palm Beach who govern the East Central Regional Water Reclamation Facility.

Fiscal Services Group

The Fiscal Services group assists the Public Utilities department in meeting its commitments for operations, maintenance, and modernization through the creation of a five year Capital Improvement Plan; scheduling and conducting bond sales, and by budgeting and managing the dispersion of funds to allocate projects and ongoing operations.

The Fiscal Services group manages Public Utilities funds by creating the annual operating budgets for Water, Sewer, and Storm Water funds; conducting statistical and financial analysis to determine the department’s financial health and position; assessing the need to adjust water, sewer and storm water rates; and serving as the financial liaison between the East Central Regional Water Reclamation Facility Board, the Storm Water Board, and the City of West Palm Beach.
