In 2020, Mayor James announced the “300 in 3” initiative with the goal of creating 300 affordable workforce housing units by the end of his first term. The City surpassed that goal and increased it to 500 units within three years. At the 2022 State of the City address, Mayor James announced yet again the new goal of bringing the grand total to 600 units of affordable workforce housing by the end of his first term. The City not only met but exceeded this goal.

In May 2024, while accepting the Housing Hero Award at the Housing Leadership Council of Palm Beach County’s 2nd Annual Housing Hero Luncheon and Award Ceremony, Mayor Keith A. James set an unprecedented housing affordability goal to develop at least 1,400 units of affordable or workforce housing in the City of West Palm Beach. This new goal, known as the “1,400 in 8” initiative demonstrates the Mayor’s unwavering commitment to increasing the inventory of affordable and workforce housing throughout the City.

This initiative, implemented by the city’s Housing and Community Development (HCD) department, aims to create 1400 workforce and/or affordable housing units in the City by April 2027. To achieve this goal, the HCD Department will continue to prioritize and facilitate public-private partnerships through the implementation of various comprehensive housing strategies, which include:

  • flexible development regulations, such as density bonuses and increased building capacity;

  • revised land development policies that reduce regulatory challenges;

  • loans and grants to leverage private and other public investments;

  • fee reductions and waivers of development fees;

  • use of City-owned vacant lost; and 

  • other programs, such as down payment homeownership assistance.
