Disparity Study
In 2015 the City of West Palm Beach (City) commissioned a Disparity Study (Study) because it has a compelling interest to remedy any ongoing effects of discrimination in its market area. The purpose of the disparity study is to determine whether or not a statistically significant disparity existed in the City’s award of contracts to ready, willing, and able Minority and Woman-owned Business Enterprises’ hereinafter referred to as Minority and Caucasian Female Business Enterprises (M/WBEs). Under a fair and equitable system of awarding contracts, the proportion of contract dollars awarded to M/WBEs should be relatively close to the corresponding proportion of available M/WBEs in the relevant market area. If the available M/WBE prime contractors are underutilized, a statistical test is conducted to calculate the probability of observing the empirical disparity ratio or any event which is less probable.
