High-Efficiency Toilet Credit Program

Steps to Apply:

1. Qualify. Review all program eligibility requirements listed below in the FAQ section.

2. Replace your older toilet(s) that use 3.5 or more gallons per flush with new EPA WaterSense labeled toilet(s) that have a maximum flush rate of 1.28 gallons per flush or less.

3. Complete a high-efficiency toilet credit application (after the FAQ section below). Make sure all information provided is correct and include a photo of the itemized receipt for the new toilet. Please be sure the receipt shows only the purchase of the toilet and any items needed for installation. Miscellaneous items should be charged separately and not reflected on the receipt submitted with your application.

Once a complete application has been submitted, please check your water bill for a credit and allow 1-2 billing cycles for toilet credits to show on the bill prior to inquiring about your credit status. Applicants will be notified via the email address provided on the application if it is approved or not.


This program is offered on a first come, first served basis, is subject to available funding and may be canceled, modified, suspended, discontinued or terminated at any time. For additional questions on the program, please email EChristian@wpb.org or call (561) 804-4984.

What do I need to do first?

  1. Read over the eligibility requirements to determine if your property qualifies for this program. If you are not sure, please email EChristian@wpb.org with the property address.
  2. Purchase a toilet that meets the requirements for the program. Keep the receipt and box.
  3. Submit one application for each toilet purchased.
  4. Keep your original toilet(s) until you have been notified that your application is approved.

  • Owner's first name and last name
  • Phone number and email address
  • City of West Palm Beach water account number for the property
    • This can be found on your City of West Palm Beach water utility bill. If you need help finding your water account number, please call (561) 822-1300. If your COA/HOA pays your water bill, please contact them to receive your water account number.

What are the eligibility requirements?

  • Must be a City of West Palm Beach residential or commercial water utility customer.
  • Applicant must be the owner of the property.
  • Available only to properties built in 1995 or before. New construction does not qualify.
  • Toilets being replaced must currently consume 3.5 gallons per flush (gpf) or greater.
    • The manufacturer’s name and a “gpf” label often appear right behind the seat hinge on the bowl. If you don’t see a gpf label, lift the tank lid and check the inside back of the toilet tank for the manufacturer’s date stamp—it is usually stamped directly into the porcelain.
  • Property must not have received the maximum amount of vouchers/credits (2 per residential property; 20 per commercial property).
  • Applicant’s utility account (or property’s master meter account) must be current with the City’s Public Utilities Department at the time of application.
  • Toilets obtained through this program must be installed in the City of West Palm Beach water service area and at the property address listed on the application.
  • Purchase a toilet that is EPA WaterSense labeled with a maximum flush rate of 1.28gpf (gallons per flush). If purchasing a dual-flush toilet, the maximum flush rate cannot exceed 1.28gpf.
  • Toilets must have been purchased after October 1, 2022 to be eligible for a credit.

What toilet can I purchase?

Purchase a toilet that is EPA WaterSense labeled with a maximum flush rate of 1.28gpf (gallons per flush). If purchasing a dual-flush toilet, the maximum flush rate cannot exceed 1.28gpf.

How much are the credits?

Credits are up to $125 each. If a toilet is purchased for $110, the credit will be for $110. If a toilet is purchased for $150, the credit will be for $125.

Approved credits are applied to the City of West Palm Beach Water Utility Account for the property. No cash or checks will be issued.

My condo association (or HOA) pays my water bill. Can I still participate?

Yes, but the water account holder will be the one receiving the applicable credit(s). Please speak to your COA/HOA about receiving the reimbursement. The City is not responsible to ensure purchaser receives reimbursement from their COA/HOA. No cash or checks will be issued by the City of West Palm Beach for this program.

How many toilets am I eligible to receive a credit for?

Residential properties may receive up to 2 credits for two toilets (for the lifetime of the property). Commercial properties may receive up to 20 credits for twenty toilets (for the lifetime of the property). Credits are up to $125 each depending on the purchase price of the toilet. Properties are distinguished by address/unit number and/or water account number.

Where do I buy a toilet?

Any retailer, such as a hardware store or home improvement store as well as plumbers. Just ensure that they sell EPA WaterSense labeled toilets with a max flush rate of 1.28gpf (gallons per flush) or less.

How long ago could I have purchased the toilet to qualify for a credit?

Toilets purchased after October 1, 2022 and meet all program requirements are eligible for a credit.

When should I expect to see the credit on the water account?

Approved applications should receive the credit(s) on the property's water bill within 1-2 billing cycles. Applicants will receive an email notification indicating whether the application was approved or not before the credit is applied.

No cash or checks will be issued.

 

What forms of itemized receipts are accepted?

You can take a picture of the full, itemized receipt. We recommend taking the photo in a well lit room. Ensure that the date, product information, store, and purchase price are legible. If you have a scanner, you can also scan the receipt and attach to the application. Please be sure the receipt shows only the purchase of the toilet and any items needed for installation. Miscellaneous items should be charged separately and not reflected on the receipt submitted with your application.

Does the credit cover installation?

No, this program does not cover the cost of installation for your new toilet(s). Watch how to do it yourself!

When and where do I dispose of my old toilet?

Please wait until you receive confirmation that your application is approved before you dispose your old toilet(s).

Toilets are considered construction debris and are not included in general bulk pick up. You are responsible for the proper disposal of the 'old' toilets. Sanitation is currently offering free toilet pickup for toilet credit program participants. Please call Sanitation (561-822-2075) (after you receive confirmation that your application is approved) for a Special Pick Up, giving them the property address (pick up location must correspond with the address used on your application). Putting toilets out on the street for pick up, without a special pick up request, is a violation of city ordinance (Section 74-3). You may also make arrangements with your installer for disposal or you may take them to the landfill, which will incur a cost (SWA 561-640-4000).
