West Palm Beach City Commission Meeting and Community Redevelopment Agency (CRA) Approvals and Decisions
WEST PALM BEACH, FL (DATE) – Below is a summary of the approvals and decisions made by the City Commission meeting on Tuesday, September 3, 2024.
CITY ATTORNEY – Approved a resolution approves a Settlement Agreement totaling $110,000 in the matter of Joseph Cardona vs. The City of West Palm Beach; approved a resolution authorizing the assessment of City liens in the total amount of $19,152.49 for unpaid water service, sewer service, and stormwater charges for the month of May 2024; approved a resolution approving termination of an interlocal agreement with Palm Beach County related to collection of transportation impact fees and electing to repeal transportation concurrency; approved a resolution approving a Settlement Agreement totaling $80,000 in the matter of Ellen Klempert vs. Old Northwood Neighborhood, Inc., and City of West Palm Beach; approved an ordinance after second public hearing approving the execution of a conveyance agreement for the property located at 386 South Tamarind Avenue; 810, 818, 826, 860, and 910 Evernia Street; and 913 Fern Street in West Palm Beach.
DEVELOPMENT SERVICES – Continued to September 16, 2024, an ordinance after second public hearing for a Future Land Use Map Amendment to change the Future Land Use designation of 8.39 of the overall 11.57 acres of the subject area consisting of two (2) parcels located at 2751 South Dixie Highway and 501 Monceaux Road from Commercial (C) to Commercial East (CE); continued to September 16, 2024, an ordinance and second public hearing regarding a Rezoning to change the Zoning designation of approximately 11.57 acres located at 2751 South Dixie Highway and 501 Monceaux Road from General Commercial (GC) to Commercial Planned Development (CPD); and approved a resolution after a public hearing regarding the development regulations for the Shops at The Press Commercial Planned Development, and granting a waiver of the Zoning and Land Development Regulations; approved a resolution after a public hearing for the approval of a Major Planned Development Amendment to the CityPlace Commercial Planned Development (CPD) to amend the Rosemary Square East Subarea Building Envelope table within the Rosemary Square Core Development Regulations related to increasing the height of the podium for Building B within the subarea; approved a resolution after a public hearing regarding the approval of a Minor Subdivision to create the Palm Beach Outlets Replat 2 plat consisting of two (2) development tracts for approximately 86 acres located generally at 1801 Palm Beach Lakes Boulevard.
ENGINEERING – Approved a resolution granting a footer easement within North Railroad Avenue to 925 North Railroad Avenue, LLC for the NORA project; approved the first reading of an ordinance after first public hearing amending the City of West Palm Beach Code of Ordinances Chapter 78 Article XV to revise the duration for which Right-of-Way Permits may be issued and to correct scrivener's errors.
FINANCE – Approved a resolution recognizing funding from the Community Redevelopment Agency (CRA) in the amount of $42,000 for innovative policing equipment and annual maintenance in the Downtown City Center and Northwood-Pleasant City-Broadway CRA.
INTERNAL AUDITOR’S OFFICE – Approved the Internal Auditor's Office FY 2025 Audit Plan.
HOUSING and COMMUNITY DEVELOPMENT – Approved a resolution providing for the receipt and appropriation of $205,097 from Palm Beach County to the City’s Pathways to Independence program in the Grant Programs Special Revenue Fund and the General Fund for rapid rehousing and support services.
HUMAN RESOURCES – Approved an ordinance after second public hearing amending the Restated Employees Defined Benefit Retirement System to allow a change in beneficiary in certain circumstances.

Below is a summary of the approvals and decisions made by the Community Redevelopment Agency (CRA) meeting on Tuesday, September 3, 2024.
Approved a resolution approving a Paint, Plant, and Pave program grant in the amount of $19,995 for fencing improvements to properties at Merry Place North and approving and authorizing the chair to sign a Property Improvement Agreement.
Approved a resolution approving a Paint, Plant, and Pave program grant in the amount of $19,885 for fencing improvements to properties at Merry Place South and approving and authorizing the chair to sign a Property Improvement Agreement.
Approved a resolution authorizing the transfer of funds from Fund 356 into Fund 256 to pay for arbitrage rebate.
Approved a resolution transferring $42,000 for innovative policing equipment and annual maintenance in the Downtown City Center Community Redevelopment Agency (CRA) and Northwood-Pleasant City-Broadway CRA.
Approved a resolution authorizing the sale and conveyance of real property located at 630 7th Street, to Rohi's Readery LLC, for a purchase price of $223,300 and approving a CRA grant in the amount of $44,000 to Rohi's Readery LLC, for property improvement.
Continued to a later date a resolution approving a grant agreement with the West Palm Beach Center for Arts and Technology in the amount of $75,000 to assist businesses associated with Community Redevelopment Agency (CRA) projects with talent attraction.
Approved a resolution amending the agreement for lease, purchase, and sale of 314 Clematis Street with 314 Clematis Owners LLC.
Approved a resolution authorizing a Relocation and Development Assistance grant for D'Best BBQ Inc. at 1020 N. Tamarind Avenue for an amount not to exceed $30,000.
Approved a resolution adopting Amendment No. 20 to the Northwood/Pleasant City Community Redevelopment Agency (CRA) Strategic Finance Plan.
Approved a resolution adopting the final estimates of revenue and expenditures for the fiscal year commencing on October 1, 2024, and ending on September 30, 2025, for the Northwood/Pleasant City District of the West Palm Beach Community Redevelopment Agency (CRA).
Approved a resolution adopting Amendment No. 19 to the Downtown/City Center Community Redevelopment Agency (CRA) Strategic Finance Plan.
Approved a resolution adopting the final estimates of revenue and expenditures for the fiscal year commencing on October 1, 2024, and ending on September 30, 2025, for the Downtown/City Center District of the West Palm Beach Community Redevelopment Agency (CRA).
