Mayor James Announces Administration Restructuring to Improve Efficiency

In keeping with West Palm Beach Mayor Keith A. James’ vision of a city government that is more efficient, effective and responsive to residents, Mayor James announced a restructuring of City administration and departments to include the following changes:

  • Development Services Director Rick Greene has been named Assistant City Administrator for Economic Development. In addition to his current role overseeing the City’s planning, zoning, code enforcement and building services, Mr. Greene will also be responsible for overseeing the City’s economic development efforts.
  • Housing and Community Services Director Armando Fana has been named Assistant City Administrator for Community Services. In this role, he will oversee all of the City’s community programs including the library, parks and recreation, special events, housing and community services, sustainability and public life.
  • Procurement Director Frank Hayden has accepted the position of Director of the Office of Equal Opportunity. Working in the Office of the Mayor, this position will be responsible for promoting, monitoring and enforcing the City’s codified ordinances with respect to small business and minority hiring and procurement. Through these efforts, this office will serve as a matchmaker and advocate promoting the use and hiring of these firms in the City. This office will also be tasked with creating strategies to document and improve the skill sets of the City’s labor force and match those skills with businesses seeking employees.
  • The creation of the position of Director of the Office of Neighborhoods First. This position will be responsible for overseeing the Mayor’s Neighborhoods First Initiative/Advisory Group and advocate for the concerns of residents, community groups, and local businesses in the City of West Palm Beach.
  • The creation of the position of Special Projects Manager, responsible for performing senior level and experienced professional work in project management. This position will be responsible for coordinating the City’s strategic plan objectives.

“I am focused on creating a community of opportunity for all, and my vision for West Palm Beach is resident-driven,” said Mayor James. “This organizational framework will help our City to better address future and current challenges as part of my commitment to creating a customer friendly culture that focuses on neighborhood initiatives, regional collaboration and community partnerships.”


These changes were approved by the City Commission at a meeting on May 6, 2019.

A new video produced by the City of West Palm Beach advocates for the preservation and protection of Grassy Waters Preserve of West Palm Beach. Mayor James unveiled the video during a special Facebook Video Premier.  Featuring breathtaking images of the Preserve and stunning drone videography, the 2 minute, 45 second video includes up-close-and-personal interviews with water experts, nature advocates, and preserve stewards.


Located at 8264 Northlake Boulevard in the City of West Palm Beach, Grassy Waters Preserve is a 23-square mile pristine remnant of the Everglades, home to endangered species, and a mosaic of wetlands, tree islands, and forested hammocks. Grassy Waters Preserve serves as the drinking water supply source for 130,000 residents in the City of West Palm Beach, Town of Palm Beach, and Town of South Palm Beach.

Yearly list of South Florida’s best applauds Mandel’s high tech,

diverse offerings!​


The Mandel Public Library of West Palm Beach has been selected as the best library in South Florida by Florida Weekly. The listing of outstanding people, places and things in South Florida is presented yearly by the publication. In recognizing the library as the best, the 2019 edition noted the library high-tech features and wide array of activities for patrons.


The article highlights access to computer and internet services as well as digital downloads for mobile devices like electronic books and music. Lifestyle improvement courses like yoga, craft classes, and music lessons are mentioned as just a few of the activities that make the Mandel Public Library a true stand out.

The City of West Palm Beach Department of Parks and Recreation announces it is now accepting summer camp registrations. The “CityFun” summer camp offers a variety of programs for everyone, every interest, and at five different locations. Sports and specialty camps include sailing, skateboarding, dance and cheer, fishing and swim lessons.


There are camps for preschoolers, teens, and a counselor-in-training program. Multi-child discounts are available for City residents, and Palm Beach County Scholarship and ELC is accepted.
