WPB went digital with the Enterprise Permitting and Licensing (EPL) System
The hassle of applying in person for permits, paper plans and checking the status of your permit, or development application has just gotten easier in the City of West Palm Beach! Select City departments are now accepting electronic submissions via EPL with the new Enterprise Permitting and Licensing System (EPL).
With EPL you'll be able to do all the following online:
- Applications for Planning and Zoning
- Building permit applications and management
- Pay an invoice
- Schedule an inspection
- Check the status of your permit
- Engineering - Right-of-Way Permits and Engineering Permits
- Code Enforcement activities including applying for a lien reduction
- And more
Note: Business Tax Receipts will not be integrated into EPL/Civic Access until 2026.
EPL is a web-based electronic/digital document solution that will allow residents, businesses, developers, contractors and their agents to submit applications and documents online without the "paperwork" from their office and all from the comfort of their home at any time of day.

Create a Profile
Managing your associates access to your Civic Access (Adding Sub Contacts):
For contractor registration or contractor updates so you can apply for permits or schedule inspections, we require the following documents. All copies need to be sent to ds@wpb.org with the state or county competency license numbers for the business:
- Local business tax receipt
- State or County competency license
- General Liability certificate of insurance (COI) with the City listed as the certificateholder under the address 401 Clematis St
- Workers compensation insurance COI or proof of exemption

Revision & Submittal
When your submittal fails plan review, you will be sent an automated email letting you know. From there you will need to log in to our Civic Access portal, go to your permit record, go to the Reviews tab, and read/review the comments. When you have collected all revised/new documentation to address all of the comments, you use the Attachments tab to resubmit. Once you have uploaded everything you want to, click the Submit button. We will be automatically notified and will route your permit back to plan review.

Permit Issuance
Upon permit issuance, you will receive an automated email with your permit card. To access your approved and stamped plans, you'll need to go to our Civic Access portal, log in, navigate to your permit record, and then go to the Attachments tab. There you can download and print out the approved plans to have them onsite for inspections. We do not email plans out as they are often much too large to send via email.
